DCs empowered to suspend officers

ITANAGAR, Jul 16: DC’s can suspend Group-‘A’ & ‘B’ officers if any officer is found absent unauthorized from the place of their posting for more than one month.

An order has been issued by Chief Secretary Ramesh Negi on this regard.  

By this order such Group ‘A’ & ‘B’ Officer who are absent from their place of posting for more than a month shall be deemed to be under suspension and D.C. shall be authorized to issue an order of deemed suspension.

The power to review the suspension order shall vest with the Chief Secretary only.

It is expected that this measure would serve as an effective deterrent against the delinquent officials and enforce discipline and punctuality, said a govt release.

 

Special Courts for offences under Electricity Act

ITANAGAR, Jul 16: Govt of Arunachal Pradesh with approval of the Gauhati High Court has notified Special Courts for trial of offences under Electricity Act, 2003.

Five district & session Judges at (i) Yupia with jurisdiction of Districts of Papum Pare, Lower Subansiri, Kurung Kumey and Kradadi, (ii) Tezu with jurisdiction of Districts of Dibang Valley, Lower Dibang Valley, Anjaw, Lohit, Changlang, Tirap, Longding and Namsai, (iii) Basar with jurisdiction of West Siang and Upper Subansiri, (iv) Bomdila with jurisdiction of East Kameng West Kameng and Tawang and (v) Pasighat with jurisdiction of East Siang, Upper Siang and Siang have been notified in an order dated the June 25  to exercise power under the Electricity Act, 2003 and to trial offences pertaining to theft of electricity and other related cases.  

 

TWS draws HM on police officers assault case

ITANAGAR, Jul 16: Tagin Welfare Society (TWS) today drew the Home Minister’s attention towards alleged physical assault on two police officers in Namsai, seeking for thorough investigation on the incident to book the culprits. TWS in its representation to the Home Minister claimed that Sub-Inspector Radha Soki and Michi Yanya were assaulted and molested in front of the Officer in Charge of Namsai Police Station on July 10th 2015 around 9:00 pm by members from All Thai-Khamti Students Union and All Namsai Youth Association. The society also claimed that a case related to members of mentioned organisations was entrusted to said officers for investigation which led to assault of two officers. The society also strongly condemned incident in strongest term.

 

Restore power supply: BSSF

ITANAGAR, Jul 16: The Barapani Social Service Forum (BSSF) has called for restoration of power supply to Barapani and Papu Nalah area in Naharlagun.

The forum has written to the Executive Engineer, Nirjuli Electrical Division placing its demand. Power supply to the area was cut off a week back due to break down of a transformer.

 

Govt. urged to take remedial measures soon

ITANAGAR, Jul 16: The All East Kameng Students’ Union (AEKSU) today appealed the East Kameng administration to inspect the Jul 14 landslide affected spot to take immediate remedial measures to restore the damages soon.

The team of AEKSU had earlier visited the spot where landslide on Jul 14 claimed three lives at Type–III colony in Seppa today to take stock of the situation. The union further claimed that the unprecedented rain has caused extensive damage to properties worth crores of rupees, affected water supply and rendered the New Seppa and Modern Village road unfit for vehicular movement due to erosion of road and washing away of culverts, causing much inconveniences to the people.

 

Prohibitory order

DAPORIJO, Jul 16: The hill slope from Pega Rijo to Dulom Hydel point at Daporijo, Upper Subansiri district is a landslide prone area and has been declared as ‘Disaster Prone Area’ by the Deputy Commissioner Upper Subansiri, after an assessment done by a Technical Committee. The slope has loose sandy and clay soil unsuitable for earth cutting and construction of houses for human habitation and a few landslides have already occurred in the area and inhabitants evacuated in the recent past.

Keeping in view the heavy rains during the monsoon season, the Deputy Commissioner has prohibited any earth cutting activity in the disaster prone area and also prohibited the construction of houses for human habitation, which would endanger lives and property.  DIPRO

 

Workers Board apprise BSNL

ITANAGAR, JUL 16: Nyamar Karbak, Chairman APB&OCWWB called on the BSNL authorities  to apprised them about the Building and Other Construction Workers Cess Act, 1996 under which departments/undertaking/organization have to pay cess to the State Government.

He also apprised them about the benefits being provided by the Board to its registered workers and requested them to encourage the workers of the BSNL to register with the Board.

He further requested the BSNL authorities to setup BSNL services at Darak circle and improve its services in Liromoba and Kamba.

BSNL GM, Dilip Siram assured to that required cess will be paid as per the provision and act at earliest.

 

Union writes to CS

ITANAGAR, Jul 16: In a letter to the Chief Secretary, All Arunachal Pradesh Labour Union (AAPLU) has requested him to issue strict orders to vacate the labour barrack across the state being occupied by the public.

It said that labour barracks being constructed for the labour accommodation are being occupied by the public depriving the labour force who are already hard pressed due to meagre salary. Within Capital Complex, 80% of such barracks are being occupied by the public depriving the legitimate rights of the workers, the Union informed.             

It called on the Chief Secretary to issue strict orders to all the Deputy Commissioners of Arunachal Pradesh in this regard.

 

Meeting to rejuvenate lost work culture

ITANAGAR, Jul 16: A coordination meeting with the teaching community of Yomcha circle was held on July 13 which saw the attendance of 70 teachers.

The meeting was to rejuvenate the lost work culture among the teachers in the circle.

ADC Yomcha Kego Jilen cautioned all the teachers to be regular in their duties and stressed on positive work culture from this academic session.

He made it compulsory to take prior permission from the administration before they leave their stations. Disciplinary proceedings will be resorted to as per Service Rules, if the rules are not complied with.

This meeting was convened with a serious note to improvise the quality of education and inculcate true spirit of teachings in modern means so as to make the students to cope up with challenging tough education scenario of the state, said the ADC.

It was resolved that monthly tour to every school shall be carried out by BEO and BRCC. The PRI members and HGBs were empowered to report on school activities to ADC Yomcha by first week of every month.

 

Checks on food commodity

ZIRO, Jul 16: A joint checking was carried out at Hapoli market regarding mandatory declaration of packed commodities and edible items.

The team booked five cases and seized non standard packaged items including beverage, cold drinks, shoes, candles, pickles, meat masala and dry fruits for violation of the Legal Metrology Act 2009 and the Arunachal Pradesh Legal Metrology (enforcement) Rules 2011.

The team consisted of the Town Magistrate Mokar Riba, DCPO Cum ACLM H.H. Atung, SDFCSO Duyu Lampung, Food Inspector Tayi Gamlin and police personnel.

 

AARGU Help Desk eases confusions of candidates

ITANAGAR, Jul 16: With the last date for submission of admission forms to the Rajiv Gandhi University coming to a close on Friday, there is a palpable excitement on campus with thousands of candidates aspiring to get into the state's lone University.

A distinctive feature of the admission process this year was the help desk set up by the Alumni Association Rajiv Gandhi University (AARGU) for the very first time. A host of alumni of the University, both from on and off the campus volunteered time to extend assistance to the students seeking admission, most of whom had come to the Rono Hills campus for the very first time.

Ujjal Bhuyan from Chaiduwar College in Assam shared that the helpdesk was really helpful. "As we are new in this place, we have lot of confusions especially regarding locations. With the information we got from the desk, everything was made clear".

Echoing his words, Handu Khimsing from Changlang said that without the helpdesk, students like her would have faced many difficulties as they did not know anything about this University. The helpdesk has really made our task easy and saved our time.

Extending appreciation to the AARGU, Suraj Tayam, Finance Secretary, AAPSU who visited the desk said that it was really a noble gesture on the part of the RGU alumni to extend such generous helping hands despite of being busy with their own official duties and engagements.

 

 

'AP received Rs 1,495.62 Cr as upfront money for hydel projects'

Itanagar, Jul 16: Arunachal Pradesh received Rs 1,495.62 crore as upfront money and processing fees in last ten years from various power developers for hydropower projects in the state, Chief Minister Nabam Tuki informed the Assembly today.

Responding to a Zero hour discussion initiated by BJP member Tage Taki, Tuki gave a year-wise break-up of the amount.

He said the state government received Rs 14.88 crore in 2005-2006, Rs 40.72 crore in 2006-2007, Rs 347.20 crore in 2007-2008, Rs 519.62 crore in 2008-2009, Rs 229.16 crore in 2009-2010 and Rs 181 crore in 2010-2011.

Besides, the state got Rs 56.24 crore in 2011-2012, Rs 1.49 crore in 2012-2013, Rs 53.23 crore in 2013-2014 and Rs 52.03 crore in 2014-2015.

Taki wanted to know details of the projects and their progress so far.

Tuki further informed that MoUs and MoAs were signed with 159 companies, including central PSUs and private companies, to execute power projects in the state with installed capacities of 46,938.02 mega watt.

The Chief Minister said 11 projects have been withdrawn for non-compliance of the MoU and MoA of which four projects have been re-issued after clearing all issues.

 

Meet on education policy

ITANAGAR, Jul 16: A One Day State Level Consultative Meeting on New Education Policy was held on 16th July, 2015 at State Council of Educational Research and Training (SCERT), Itanagar.

It was organised by North East Regional Institute of Education (NERIE), NCERT, Shillong in collaboration with the SCERT, Itanagar as part of the initiative of Government of India for a New Education Policy for the country.

The Government of India is planning to bring out a National Education Policy to meet the changing dynamics of the population's requirement with regards to access, equity and quality and to promote innovations and research.

Speaking on the occasion Marnya Ete, Secretary Education asked the participants to involve themselves seriously in the discussions as their voice here would help in formulating the New Education Policy for the Country.

T. Taloh, Director, School Education, Government of Arunachal Pradesh highlighted the need to contextualize the curriculum and textbooks of the state. Opak Gao, SPD, SSA Rajya Mission, emphasized that the lacuna in the context of Arunachal Pradesh need to be taken into account while framing the New Education Policy.

 Prof. M. K. Mishra, Head, Department of Education in Languages and Social Sciences, NERIE, Shillong made an elaborate presentation on various themes for discussions and the approach for the consultation.

He motivated the participants to participate enthusiastically in the discussions. G. Leij, Joint Director, SCERT, Government of Arunachal Pradesh, provided some specific inputs in respect of the proposed new education policy.

 

Spot verification of illegal shops

AALO Jul 16:  In response to a series of complaints by the various HoDs, residents, NGOs and women wing, the West Siang district administration has carried out spot verifications of all illegal shops, Gumtis and meat vendors of the town  here on Tuesday.

A team of officials led by CO, DLR&SO Pumek Ronya and ACLM Jomba Kamgo along with their staff made joint verification of all illegal shops, Gumtis and meat vendors scattered all over the sectors and colonies. The shopkeepers have been given specific directions to produce original land allotment and trading licenses for cross checking. Licenses of those traders who do not posses proper trading licenses were also cancelled on the spot. The district administration has also decided to conduct eviction drive soon as mushrooming of such unauthorized shops even in non-commercial areas has been spreading dirt within the town. (DIPRO)

 

ASHA training

ITANAGAR, Jul 16: One day ASHA training on use of bivalent rapid diagnostic test kit and blood slide preparation for examination of Malaria parasite was held at community health centre Hayuliang organised by District Vector Borne Disease Control Society.

Incentives to ASHA’s as per the norms of NVBDCP guidelines were also discussed during the training. The programme officer made an appeal to all ASHA's to share responsibility of early diagnosis and prompt treatment of all Malaria cases.

District consultant regretted that in spite of repeated trainings imparted to ASHA's reporting have been very poor and field activities negligible due to which incentives for ASHA's are lying unused.

A total of 25 ASHA's from various blocks participated and each one of them successfully completed the training. After the training RDT kits and blood slide were distributed to all ASHA's to begin field works, reports Dr. S. Tayang District Programme Officer. The medical officers from CHC Hayuliang and lab technician participated in the training as resource person.

 

Training on bamboo and its application

ITANAGAR, Jul 16: With objectives to sensitise unemployed youths, farmers and artisans of the area, training cum awareness campaign on bamboo and its application was held at Sangdoputa in Papum Pare district on 14th July last. The training was organised by CBTC Guwahati, SFRI Itanagar in collaboration with All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) and supported by North East East Council Shillong.

200 cases of Dengue in Pasighat

ITANAGAR, Jul 16: More than 200 Dengue fever cases have been detected in Pasighat Township from 864 suspected blood samples.

The figure is from the DPL (IDSP) laboratory at General Hospital Pasighat which began its reporting from the first week of June this year, informed Dr. L.Jampa, State Epidemiologist.

The tests are being done on a daily basis since the area is experiencing an average of 50-70 cases of fever in the hospital to the extent that all the beds are occupied. Fortunately, no deaths have been reported so far due to Dengue fever.

Dengue Fever outbreak had been reported from Pasighat for the first time during August to October in 2012. There was no outbreak of Dengue in Pasighat during 2013 though in the winter of following year, Dengue outbreak had occurred. Dengue in India usually occurs after July following monsoon rains.

Dengue fever is transmitted by bite of female Aedes mosquito (also called ‘Tiger mosquito’ because of its stripes on the body & legs) which normally bites during daytime. It breeds in clean water by laying its eggs containers like opened overhead water tanks, stagnated waters in the empty tyres, tins, bottles, coconut shells, flower vases and in air-coolers.

The water collected in the artificial reservoirs should be emptied and cleaned every week.

Dr Jampa sought people’s participation for prevention and control of dengue transmission in the area as well advised them to protect themselves from mosquito bites by wearing full sleeved and sleeping inside bed nets.

The situation is being closely monitored by the Department of Health at the state as well district level, he said. Public awareness and vector control of mosquitoes by fogging operations are being carried out in the township areas by involving the District Administrations and the Municipal Council.   

 

MHA declines to share info on AFSPA in Arunachal

New Delhi, Jul 16: The Home Ministry has declined to share, under the RTI Act, the viewpoints of stakeholders on the declaration of districts in Arunachal Pradesh as disturbed area under the Armed Forces Special Powers Act (AFSPA), saying the information was classified which may effect sovereignty and integrity of the country.

"The viewpoints of the stakeholders on the declaration of all the districts in the state of Arunachal Pradesh, including Tirap, Changlang and Longding districts bordering the state of Assam, as 'disturbed area' under AFSPA are classified, and therefore, cannot be disclosed under Section 8(1)(a) of the RTI Act, 2005," it said in reply to an RTI query filed by Venkatesh Nayak of NGO Commonwealth Human Rights Initiative (CHRI).

The Section bars "information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the state, relation with foreign state or lead to incitement of an offence".

The Home Ministry also denied to give details of inputs and file notings pertaining to the decision to supersede a notification issued by it to impose AFSPA in the state citing the same clause.

The Ministry, however, said that it has not received any representation, petitions or submissions from anybody on opposing or supporting the notification.

It also declined to give details of documents or records submitted by the state governments of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura during 2014 to February 1, 2015, for seeking reimbursement of amount under the Security Related Expenditure (SRE) scheme.

"This is to inform that there is a scheme of SRE which covers all north east states except Mizoram and Sikkim. The SRE is reimbursed against the expenditure incurred for supporting security apparatus in the insurgency or militancy affected states.

"Since the details of SRE are sensitive in nature, the same is exempt under Para 8(a) of the RTI Act," the Ministry said.

The details of SRE reimbursement cannot be uploaded in the Ministry's official website. However, year-wise and state-wise expenditure released under SRE over the years is uploaded on MHA website, the reply said. PTI

 

 

BJP dismisses budget as hollow

ITANAGAR, Jul 16: The Bharatiya Janata Party, Arunachal Pradesh has said that the deficit Budget presented by Chief Minister Nabam Tuki has failed to live up to the expectation of the people of the state as the party termed it as “hollow promises with statistical pieces”.

The budget has failed to give major thrust to areas like road and communication, tourism, IT, rural development, higher education, women and children, the party accuses.

The Budget importantly failed to gives thrust on creation of the employment avenues and extension of the financial assistance to the small and marginal farmers, small entrepreneurship across the State, it said while adding that the budget has failed to address the Town and Country planning and Land policy.

The BJP spokesperson Techi Necha further questioned why no priority has been given to protect and preserve the state’s rich and exotic bio-diversity or on tapping the vast natural resources.

 

 

Congress welcomes Budget

ITANAGAR, Jul 16: The Arunachal Pradesh Congress Committee (APCC) has welcomed budget for the financial year 2015-16 by the Chief Minister Nabam Tuki yesterday.

APCC president, Padi Richo said that this budget is one of its kinds in the history of Arunachal in which top priority has been given to employment generation for the youth of Arunachal.

The budget shows that the State Govt, under the Chief Minister Nabam Tuki is taking the State into new heights in terms of development and employment generation in all the sectors, the party said.

APCC also appealed the MLAs and concerned Ministers to carry the developmental works judiciously in order to lift the State Gross Domestic Product to a higher level.

APCC also appealed all stake holders including the NGOs to cooperate with the Govt, to achieve the targeted goals for the welfare of the people of the State.

Meanwhile the party has appealed the public to allow smooth functioning of developmental works in the State.

 

 

Budget indicates serious fiscal management: PPA

ITANAGAR, Jul 16: People's Party of Arunachal (PPA) has said that "the Presentation of a deficit budget for the financial year 2015-16 is indicative of serious fiscal mismanagement of the state economy by the Tuki led government owing to unwanted, wasteful and huge expenditures incurred under non plan heads finally pushing the state economy into deep crisis.

We can't remain as silent spectators to this mounting crisis and the Government being the Custodian of the public funds has utterly failed to maintain the required degree of responsibility, transparency and accountability, said Kamen Ringu, Chairman Central Working Committee.

The current deficit budget doesn't guarantee an 'overdraft free economic situation' in the state in the future as the scale of past overdraft liabilities of the government is so huge that any consequential future releases of the fund by the Central Government for schemes and development projects will be automatically deducted by the Reserve Bank of India (RBI) along with the interest which in turn is going to have serious impacts on the future/prospective schemes that will finally effect pension, GPF, NPS etc. This reflects sheer lack of political vision and administrative acumen of the state government, continued Ringu.

Kahfa Bengia, President, PPA said that, 'there are many more serious nature of questions that need to be answered like - why the scandalous non conventional system of 'Civil Deposits' was taken recourse to by the government when there is a clear cut laid down norm that once the amount gets deposited against the Civil Deposits, it goes back into the State Exchequer and gets converted into the State Revenue which needs an arduous process to get utilized like getting clearance from the State Finance Department and related other tasking formalities.

The situation clearly demands a thorough and systematic inquiry into the entire gamut of the crisis that has given birth to a deficit budget, it said.

It further questioned why the government is yet to clarify on the illegal and out of way payment of the PDS contractors from the State Public money and the detailed reports on the misuse of Relief and Rehabilitation and Disaster Management Funds received by the State Government of India during the financial years 2011 to 2015.

The party has called on the Governor of Arunachal to intervene and initiate necessary formalities for unearthing the truth, the president concluded.

 

 

Media fraternity welcomes govt decision

ITANAGAR, Jul 16: The media fraternity in Arunachal Pradesh today expressed gratitude to Chief Minister Nabam Tuki for enhancing the Corpus Fund meant for welfare of the working journalist to Rs. One Crore from existing Rs 30 lakh.

The journalists under the banner of Arunachal Press Club (APC), Arunachal Pradesh Union of Working Journalist (APUWJ) and Arunachal Electronic Media Association (AEMA) lauded Tuki for his concerns for the welfare of the scribes.

“After former Chief Minister Dorjee Khandu, who allocated an amount of Rs 20 lakh for the said fund, Tuki in recent times added another Rs 10 lakh and 70 lakh in the Budget 2015-16, has proved his concern for the scribes in the state”, APC President Chopa Cheda said in a statement here on Thursday.

Appreciating Tuki for his generosity, Chopa added that the chief minister never interfered in the working style and functioning of the state media houses and thinking on their safety and security installed CCTV cameras in all the media establishments barring a few besides deploying security, which were later withdrawn for certain official reasons.

He further urged the chief minister to review the decision on withdrawal of security from media houses.

 

 

Power outage exposes inefficiency of Power dept

ITANAGAR, July 16: The power cut lasting more than 10 hours made life miserable for the denizens of Itanagar. In many areas the electricity went off at around 10.30 PM on Wednesday night never to return the whole night. Today also most of the day there was virtually no power supply. The searing hot and humid climate has further added to the problem.

Students especially APPSCE aspirants who are writing mains exam along with young children and old aged person are the worst suffers of long power outage. “Whole night, we could not sleep properly due to power cut. This really frustrates us. Power department is answerable to whole public. We pay electricity bill regularly and deserve better service”, shared a resident of Itanagar. Angry over the poor power scenario of Capital Complex, the citizens are questioning efficiency of the power department as well as its engineers. “They cannot just state that a tower near Central Jail, Jollang of 132 kV Single Circuit Line has been washed away and it will affect power supply. We are living in the state capital and there should always be a quick solution for any problem here. If it takes month to restore power supply in the Capital Complex, then imagine what will be the situation in interior parts of state. This whole situation has exposed inefficiency of power department and its officials”. Further residents appealed that VIP power supply should be snapped and equal distribution should be made to all the citizens.

 

 

Govt to approach NEC for change in NERCORMP policy guidelines

ITANAGAR, July 16: The state Govt has decided to urge the North Eastern Council (NEC) to change policy guidelines and to empower the Department of Tirap, Changlang and Longding (DoTC) as nodal agency with execution and monitoring power for proper implementation of NERCORMP (North Eastern Region Community Resource Management Project) in Tirap, Changlang and Longding districts, said Chief Minister Nabam Tuki in the Legislative Assembly today.

The DoTCL had been made nodal department for implementation of the NERCORMP, but it was not given any role in administration and execution of the project. “NEC is directly administering and executing the project through Tirap, Changlang and Longding district community resource management society chaired by Deputy Commissioner of respective district,” the chief minister said while responding to the star question from MLA Wangki Lowang.

Informing that the NERCORMP is a special central Govt project under DoNER ministry and it is being implemented by the NEC, the Chief Minister further said  that an amount of Rs 6.20 crore was allocated by NEC for Tirap and Longding district during 2014-15. So far nine villages have been covered under Namsang Assembly constituency, the Chief Minister informed.

Many societies and more than 300 self-help groups were involved in project implementation, he said adding that all the villages under Tirap and Longding districts would be covered under the project during 2015-16.

Admitting slow progress in project implementation, Tuki said he had informed the matter to the Union Home Minister Rajnath Singh and DoNER Minister Jitendra Singh at Guwahati on July 11 last and requested them to speed up the work progress. “There is a gap between NEC and implementing agency in the field,” the chief minister observed.

Responding to the supplementary from MLA Nikh Kamin, chief minister said State Govt will convene a meeting with NEC secretary soon either at Itanagar or Shillong and seek direct control of state authority over implementation of NERCORMP project. Earlier, Kamin said that the NERCORMP Project Manager is monopolizing the project implementation and the project is not being implemented properly. Kamin further claimed that there is no project implementation so far in Changlang.

Raising a supplementary question Congress MLA Gabriel D Wangsu wanted to know why the DoTCL has been sidelined despite it was made a nodal department.  Claiming that NERCORMP is not implemented properly, Wangsu urged the  state Govt to enquire into whole gamut of project implementation. People should not be taken for a ride, he added.

Informing that NERCORMP is being implemented under policy guidelines of the NEC, the Chief Minister said the state Govt had urged the Centre many a times to bring the NERCORMP under control of DoTC but NEC refused. The CM, however, said, the state Govt will request the Centre to change policy guidelines and bring the project under DoTC control.

While responding to the queries from MLA Japu Deru and Honchum Ngandam, Tuki said the Govt is formulating the policies for wellbeing of the people of the country and no schemes are implemented on party line. “It is undemocratic to implement any scheme on party basis,” he clarified.

Upgradation of hydels: Chief Minister Nabam Tuki said that there are 21 hydel stations under renovation and modernization in the state.  Out of the 21, ten hydel stations have been renovated and are generating power, he added.  The CM further said a total amount of Rs 279.98 lakhs have been sanctioned during 2011-2015 for renovation and modernization of the hydel stations.

Informing that many of the hydel stations are very old, the CM said there are many reasons behind breakdown of the hydel stations. This year too, many hydel stations got damaged, he added. The Chief Minister was responding to a star question raised by MLA Tage Taki.

Replying to supplementary raised by Opposition Leader Tamiyo Taga on restoration of 2 MW Midpung hydel project which remained defunct, the Chief Minister said work would be completed soon.

When MLA Paknga Bage pointed out that out of the  total eight projects, only one project is functioning in Upper Subansiri district, the CM informed that there were about 116 mini and micro hydel projects functioning in the state with power generation capacity of 52.12 MW, while rest of the projects were under different stages of implementation.

While responding to the supplementaries raised by Mohesh Chai, Nyamar Karbak and Gabriel D Wangsu regarding non-functioning or delay in implementation of mini/micro hydel stations in their respective district and constituencies, the Chief Minister informed that renovation works of many hydel stations are going on and expected to complete soon. He also assured to take up with the department concerned regarding non-commissioning of or delay in implementation of some projects.

Water Supply: Responding to a supplementary from MLA Japu Deru, Public Health Engineering Department (PHED) Minister Takam Pario said that scheme for water supply to Pedung Village under Bomdila sub-division was sanctioned with estimated amount of Rs 112.30 lakh as per population during 2007. However, the scheme execution started in 2009 and completed in 2012.

When in his supplementary Deru said that water supply system has not been completed yet, the Minister assured to enquire into the matter and take corrective measures for smooth supply of potable water to the villagers.   

 

 

Guv lauds VKV’s contribution in education

ITANAGAR, Jul 16: The Governor of Arunachal Pradesh JP Rajkhowa inaugurated an auditorium building of Vivekananda Kendra Vidyalaya, Chimpu, Itanagar in its school campus today.

In his inaugural address, the Governor lauded the service rendered by the Vivekananda Kendra in the State in the field of education. He expressed the hope that the VK will continue its good work in every part of the State including Dibang Valley District. The Governor congratulated the students of VKVs and their teachers for securing good result in the CBSE examination.

Paying tribute to the legendary social worker Eknath Ranade, in whose name the newly inaugurated building has been christened, the Governor called for carrying forward the noble works of Ranade through Vivekananda Kendra.

Stating that Arunachal Pradesh is facing a challenge due to drugs related problem, the Governor suggested that NGOs like Vivekananda Kendra must take up the challenge, while the State Government put special focus in alternative source of livelihood through horticultural and other activities.  

Taking the opportunity to push forward the Swachh Bharat Abhiyan, while interacting with the parents of the students, the Governor said that together with the students, their parents and guardians, we can make our environment clean. He added that clean environment will result in clean health, which in turn will result in healthy mind and body. The Governor stressed on waste-bin in front of shops and more vehicles from garbage dumping.

Advising the parents and guardians on the occasion, the Governor asked them to ensure that their wards ride motorcycle and pillion rider with helmet.

Speaking on the occasion, Kanyakumari Vivekananda Kendra General Secretary, Bhanudas exhorted the parents and students to promote the spirit of selfless service and philosophy of Swami Vivekananda towards Nation building as started by Ranade.

Dr. Joram Begi, former Higher and Technical Education Director, said that VKV is synonymous to quality education in Arunachal Pradesh and it is doing a yeomen service in State.

IMWA launches shutter-down protest against PPEM

ITANAGAR, Jul 16: Reacting to the state government for allegedly failing to address its demand of immediate cancellation of Pre Paid Electric Meters in and around Itanagar, the business community under banner of Itanagar Market Welfare Association (IMWA) launched 12 hours shutter-down protest today from dawn to dusk.

Sources informed that the 12 hours shutter down protest has passed off peacefully without any report of untoward incident. IMWA in its statement expressed displeasure on the state government stating that despite repeated pleas the government has forcibly installed the PPEM. It further threatened to intensify its protest if the authority failed to fulfill its demand. Earlier IMWA organised a peaceful rally and submitted a memorandum to Governor of Arunachal Pradesh and Minister of Power.

 

 

UD recommendations for govt

ITANAGAR, Jul 16: The meeting of the Consultative Committee on Urban Development and Housing constituted by the Department of Parliamentary Affairs, Govt of Arunachal Pradesh was held on 15th July in Itanagar where the Committee has recommended several points for early consideration by the Government.

The Committee Members unanimously desired for immediate termination of the firm executing the MLA apartments and also to impose 10% penalty on the firm for delaying completion of the prestigious projects as per clauses of the MoA. Another agency or the Department may be allowed to take over the construction works for early completion of the projects for which they advised the Department to prepare a Revised Estimate, it said.

Creation of 105 posts in the department, creation of 78 posts of drivers and creation of 330 posts of Sanitary Assistant divisional offices at Palin, Boleng, Namsai, Changlang and Longding with minimum required manpower and also to create a post of Deputy Director [UD&H] at Headquarters, creation of separate Municipal Cadre to deal with the day to day activities of Municipalities were taken up.

The meeting also recommended  early sanction of Rs.4702.17 lakhs as gap-funding for completion of four projects under UIG component of JNNURM, Rs.4610.77 lakhs under UIDSSMT component of JNNURM and Rs. 23520.52 lakhs for SPA projects which are at verge of completion, as Govt. of India has delinked these scheme from Central Funding and matching share amounting to Rs.1406.12 lakhs under 10% lumpsum scheme for NER region under MoUD and Rs.567.54 lakhs under MoHUPA and also sanction Rs.1608.76 lakhs under Rajiv Awas Yojana and Rs.90.99 lakhs under NEC and NLCPR projects and Rs.21.54 lakhs under NULM.

Pema Khandu, Minister UD expressed the need for strengthening the Department by creating more manpower and divisions for smooth and timely implementation of various activities of the Department, including the ever increasing problems of solid waste management. He also assured the house to take up the issues being recommended by the Committee with the competent authority for early consideration.

Wangki Lowang, MLA-cum-Committee Member while participating in the meeting has desired for construction of affordable Housing for Urban Poor of Deomali Township. He emphasised on the needs to sensitise the legislators of all 29 Urban Towns of the state about the activities of Urban Development Department for smooth implementation of various schemes. He further suggested for imparting more training to field functionaries on Garbage Management as well as to explore the possibilities for Skill Development in Garbage Management so that the garbage management scenario could be improved.

P.D. Sona, MLA-cum-Committee Member also emphasised the need to improve garbage management and urge to evolve innovative ideas, way and means to mitigate the problems of solid waste management in the state. He urged for door to door collection and segregation at source for proper disposal of solid waste.

Wanglam Sawin, MLA-cum-Committee Member felt that owing to rapid migration from rural to urban, lots of responsibilities is to be shouldered by the Department in order to make the town clean, hygienic and liveable and to achieve all these, the Department needs more sanitary assistants in the field. He suggested for construction of multi level parking lots in all urban towns. Construction of burial-cum-cremation ground and community toilets should be taken up in priority in all urban towns, he stressed.

Tesam Pongte, MLA-cum-Committee Member also stressed for effective and proper disposal of solid waste and to evolve effective mechanism to deal with the problem. He opined that Stringent Policy is to be evolved and put in place, at the earliest, to deal with solid waste management.

Techi Kaso, PS UD said that better road connectivity is needed for early and proper disposal of solid waste of Capital Complex and further he expressed his views that Itanagar Municipal Council should dedicate themselves with proper plan and programme in solving the problem of solid waste of Capital Complex.

Kapa Kholie Secretary, Urban Development and Taba Tedir, Chief Engineer-cum-Director also spoke in the meeting.

 

 

‘Year of self-employment’

Impressive budget hitting the right notes

What ails any state the most is lack  of employment and job avenues for the growing number of its young graduates. In the case of Arunachal Pradesh, the state does not have private industries to accommodate its engineering, MBA, IIT and other such graduates.   

The Nabam Tuki-led Congress government has presented an impressive budget in terms of employment generation. He has set an ambitious target of creating 30,000 jobs, including self-employment generation, towards fulfilling the target of employing 1 lakh youths by the end of the 12th Five Year Plan.

“We have a growing population of youngsters who have acquired qualifications, skills and professional degrees but have remained unemployed for lack of opportunities. Since government employment has its limitations, I propose to give them sufficient avenues for self employment”, Tuki said during his budget presentation on Wednesday, exuding confidence.

“I shall set an ambitious target of creating 30,000 jobs to meet our target,” he said. In fact, the CM termed 2015 “the year of self-employment”.

The budget proposes to ensure that at least one member of each family is self-employed (the families to be identified by the deputy commissioners concerned). Further, a Cabinet Committee on Employment Generation has been proposed to be formed, to see to it that these programmes are effectively implemented.

Small entrepreneurs and unemployed engineers  

This budget has not sidelined the small private entrepreneurs.

With the boom in the tourism sector in the past few years, the demand for hotels is going up. However, the small private entrepreneurs in the hotel industries are discouraged by the lack of capital money.

This budget has earmarked Rs 3 crores to encourage small entrepreneurs to set up small hotels with 15-20 rooms, initially in the two most popular tourist destinations – Ziro and Tawang. Titled Small Hotels Incentive Subsidy Scheme, it will provide a subsidy of either 30 per cent of the project cost or Rs 50 lakhs – whichever is less - to the entrepreneurs, at an interest rate of 5 per cent. (The subsidy is to be repaid within 5 years of the commissioning of the projects.)

The government has also parked Rs 20 crores for creating self-employment avenues in the animal husbandry sector. The scheme-State Integrated Veterinary & AH Development Programme - will actively boost self-employment in areas such as dairy, sheep rearing, piggery, poultry, etc. 

The constant cry of the unemployed engineers will be a thing of the past, too, as the government has proposed Rs 10 crores for providing subsidy to unemployed engineers for setting up manufacturing units/small-scale industries with support from the Apex Bank.  

 ‘Concessional finance’

With the National Scheduled Tribe Finance & Development Corporation’s (NSTDFC) fund of Rs 46.53 crores the GoAP aims at generating 32,900 jobs by providing ‘concessional’ finance to 2350 beneficiaries for setting up primary producing units in agriculture, horticulture and allied sectors, with the thrust on 15 economic activities, viz, dairy farming, goat farming, pig farming, sheep farming, fish farming, mixed vegetables, medicinal/aromatic, poultry, cane and bamboo, apple orchard, orange orchard, kiwi orchard, pomegranate orchard and tea.

These 2350 units will be set up in different locations of the state according to the unit and its location (to be selected by the deputy commissioners concerned). These units will provide employment to 7 persons in each unit on an average, and thereby provide an overall employment to about 16,450 persons. Another 16,450 persons are expected to find employment upon release of the second installment from the NSTDFC.

Other key steps

While the allocation under the Chief Minister’s Agri Mechanisation Scheme has been raised to Rs 10 crores, the Arunachal Agriculture Employment Generation Scheme with an allocation of Rs 5 crores will be launched to provide employment opportunities to our youths in the agriculture sector.

A scheme for cultivation of large cardamom along with dryers for large cardamom, ginger, orange and other spices in the foothill districts and medicinal plants, apples, etc, in the high-altitude districts will be launched with a Rs 15-crore allocation.

Rs 15 crores and Rs 5 crores have been kept for rubber cultivation and tea cultivation respectively.

The government has also proposed to help private entrepreneurs engaged in the tourism sector. Rs 5 crores have been earmarked for activities such as home-stay facilities, purchase of adventure equipments, etc.

The questions

Will these ambitious flagship programmes survive the test of time, or will they perish like similar programmes have done before? Will these programmes reach the intended targets, or will they end up in bureaucratic tangles?

The government must ensure that these programmes reach the intended targets. The third-party monitoring committee must be armed with legal teeth to fix officers involved in embezzlement, and information about stringent penalties must be laid out prior to the execution of the projects in order to discourage foul play by the officers concerned.

 

 

Blood donation organised

ITANAGAR, Jul 16: The Arunachal Pradesh State AIDS Control Society (APSACS) in association with National Health Mission organised a blood donation camp to mark the successful observation of the Month long campaign of World Blood Donors Day-2015.

All the officials and staffs from the Directorate of Health Services, National Health Mission, APSACS and other vertical health programmes attended the function.

As a part of the celebration, a voluntary blood donation camp was organised by the Health Department. All the officers and staff of health department enthusiastically participated in the blood donation camp. The camp was organised under the coordination of Mission Director, National Health Mission PN Thungon and volunteers of Vivekananda Yuva Shakti, Itanagar.

Joining the occasion, Director, Health Services, Dr K Nishing said, such generous blood donation from the voluntary blood donors shall wipe out the scarcity of blood in the Blood Bank and can save many valuable lives.

The act of giving blood multiples returns to the donor by getting back many health benefits. It not only lowers the cholesterol level in the body but also reduces excess iron level in the body which means that a regular voluntary blood donor will not suffer from any heart and kidney diseases, he shared.

MD (NHM), PN Thungon, the chief coordinator of the event briefly dwelt upon the importance of blood in health care use. He promised to conduct more such camps after the gap of every three months under NHM. He informed, Arunachal has one of the highest cases of Maternal & Infant Mortality Rate in the country. The reason is that a major percentage of the women in our state are found to be anaemic. In such cases, timely access to blood transfusion during delivery situation can drastically reduce mother-child deaths in our state.

It is high time that a policy decision at the highest level is needed so that safe blood is accessible to all to mitigate the unnecessary deaths, he opined.

Project Director APSACS Dr Riken Rina, also spoke on the occasion emphasising on voluntary blood donation and appreciated the young boys and girls of Vivekananda Yuva Shakti for their endeavour to save valuable human lives.

Deputy Director (BTS) APSACS Dr Nabam Budh), gave a brief report of the World Blood Donors Day.

State Epidemiologist Officer, DHS Dr L Jempa, DDHS (NVBDCP) Dr KT Mulung, and other officers from the health department donated their blood on the occasion.

About 23 units of blood were collected from the camp. The blood will be kept at Blood Bank RK Mission Hospital for further distribution to needy patients.

The technical support for the camp was jointly provided by Blood Bank, RK Mission Hospital, Itanagar and Arunachal State Hospital, Naharlagun.   

 

Meeting to assess properties loss

SEPPA, Jul 16: East Kameng DC Sandeep Kumar Singh convened an emergency meeting with the HoDs to access the loss of private and public properties in the aftermath of heavy rainfall and landslide at Seppa, in his chamber here on Wednesday.  

During the meeting, the DC asked the HoDs to present the assessment report of loss of properties of their concern department. Singh directed the PWD EE for immediate restoration of damaged road near JNV, New Seppa. He also directed the Sushee Infra Company to restore the Bana-Seppa road at the earliest to enable mobilization of traffic and carrying of essential commodities to the areas. He also directed the PHED EE to press into service water tankers for supplying water to the people till the restoration of damaged pipelines was complete. The DC also announced area-wise committees headed by an administrative officer to assess the loss of private properties and to submit report instantly for immediate relief.

He further lauded police and CRPF team for their prompt response during the July 15th rescue operation at Type-III Colony, Seppa where three persons were buried under the mud.

PWD EE M Riba informed that the water supply system of the township has been extensively damaged and almost half of the township water supply has been affected which will take at least a week to be restored. Meanwhile, water tankers will be used as per necessity to provide drinking water to the colonies, he added.

EE PWD disclosed that the restoration of damaged culverts at JNV road has been taken up on war footing and new permanent culverts will be constructed soon.

Giving details about electricity supply in the district,  AE Power E Rimo informed that electricity has been restored at New Seppa while, additional staff shall be posted at Bana during monsoon to maintain the Khuppi line. Power (E&M) JE also informed that the power channel measuring 25 mtrs has been washed away at Pacha Hydel and damaged portions at Pakoti Hydel shall be restored within five days.

Enquiring about the buffer stock of rice, ADC Pooja Jain asked the DFC&SO to make available the stocks to all outpost administrative circles on priority. (DIPRO)

 

 

Orientation -cum- Induction Training for ASHA begins

ITANAGAR, Jul 16: A two day Orientation-cum- Induction Training for District ASHA Nodal Officer (DANO) and Block Community Mobilizer (BCM) organized by National Health Mission (NHM) began at Administrative Training Institute, Naharlagun today.

Training is being conducted for two batches i.e., from July 16 to 17 and July 20 to 21.

While welcoming the participants, NO (NHM) Dr D Padung urged them to be sincere and encouraged the participants to clear their doubts and share their problem.

Further informing that the training will focus on all the important topics required for improving the skills of ASHA and their performance, he hoped that the training will equip them with required technical knowledge.

MD (NHM) PN Thungon exhorting everyone to discharge their duty effectively said that each individual has to contribute for successful implementation of any programme.

While terming ASHA as the most important frontline health worker, he said that without involvement of ASHA, the objectives of National Health Mission cannot be achieved.

He also informed that Routine Immunization (RI) fund will be directly released to Rogi Kalyan Samiti’s (RKS) account.

ASHA incentives should be paid timely to motivate them, however, non working ASHA should be dealt strictly, he said.

Resource Person Devajit Bora, gave a power point presentation on Village Health Nutrition Day (VHND) and Village Health Sanitation and Nutrition Committee (VHSNC) its concept as well as supportive supervision.

Another Resources Person, Consultant (Community Process) Aparna Burman, dwelt on ASHA and ASHA facilitators, its role and responsibility.

Earlier, State Community Mobilizer (SCM) gave an overview of ASHA in context of the state. As many as hundred participants are likely to participate in this training.

 

 

NES academic excellence award-2015

NIRJULI, Jul 16: The Nyishi Elite Society (NES) instituted Academic Excellence Award-2015 was given out today in a glittering felicitation programme to the academic achievers of the community and their parents at Nyikum, Nyia Hall, Nyirubjolli today.

The event was attended by Nyishi community based organisations like All Nyishi Students’ Union, All Nyishi Youth Association and Nyishi Nyem Acham, prominent social workers, senior members, former and executive members of Nyishi community.

The awards consist of scholarship grants ranging from Rs.10,000 to Rs.30,000, a memento and a Tunam (Pomo muffler). The top ten toppers of the community in APJEE-PCB 2015, Tagru Tatu who cracked the IIT entrance, NERIST entrance exam achievers, top three of the AISSCE both humanities and science stream were felicitated.

NES president, Bengia Tolum in his address advised the academic achievers to live up to the expectations of their parents and the community. The young generation should be deep rooted with our age old cultural ethos, traditions and other social systems, he empathically appealed.

RKVY and SMAE meeting

ITANAGAR, Jul 16: The State Level Sanctioning Committee (SLSC) meeting for Rashtrya Krishi Vikash Yojana (RKVY) and Sub Mission on Agriculture Extension (SMAE) was held on July 14 at Itanagar.

Project proposals for seven Agriculture and allied departments were discussed for consideration and funding during the CFY 2015-16. Tentatively a sum of Rs. 60 crores on 50:50 fund sharing between Centre and State were approved by SLSC for Agriculture and allied sector.

Chief Secretary cum the Chairman SLSC Ramesh Negi while going through the plan proposals suggested all Departments to map food deficit and suitable crop potential area of the State. He further suggested that project should be District specific based on its suitability and feasibility. The Chief Secretary further suggested that, the project to be undertaken should aim to address the needs of farmers of rural, urban, BPLs, gender specific SHGs and also suggested to initiate agriculture Mandis at the dist headquarters.

R.B. Sinha, Jt. Secretary to the Govt, of India, Ministry of agriculture, Department of Agriculture & Cooperation, New Delhi who attended the meeting on behalf of Govt of India presented the comments of the ministry on the proposed projects and suggested all the participating departments to abide by the guidelines and cost norms of the schemes.

The Commissioner Agriculture Hage Khoda said that farm sector growth in the State has increased considerably since the implementation of RKVY scheme and that farmers have largely benefited from the scheme.

He appraised that new funding pattern for the scheme at the rate of 50:50 fund sharing between centre and State is a major impediment for realization of the project to be undertaken in the state.

However he informed that, enough provision of State matching share has been earmarked by State Govt. for the programme.

 

 

World Youth Skills Day celebrated at ITI Yupia

ITANAGAR, Jul 16: The Department of Skill Development & Employment Generation in collaboration with the Confederation of Indian Industry (CII) celebrated the World Youth Skills Day in a befitting manner at ITI, Yupia yesterday. The function was attended by faculty members, staffs and students of ITI Yupia along with other dignitaries.

The United Nations, on November 11, 2014, announced the designation of July 15th every year as World Youth Skills Day to recognise the importance of skilling in the lives of youth across the Globe. This international event has great relevance for the youth of Arunachal Pradesh.

Inaugurating the celebration, Commissioner Skill Development & Employment Generation, K.J.R Burman emphasised on the need to concentrate more on skill development of the youths of Arunachal. The government under CM Nabam Tuki has stressed more on the employment generation for the skilled youths of the state as this was visible in the budget presented in the Assembly. A number of initiatives are aimed at developing skills and promoting entrepreneurship among youths of the state, he added.

He also urged the Department of Industries to play an active role towards providing cooperation to ITI to impart quality employment skills among the youths. Speaking on the occasion, Director of Skill Development & Employment Generation, Subu Tabin briefed about the importance of celebrating the World Youth Skills day. The mission aims to coordinate, converge and deliver quality skill training to youth to make them self-reliant and to enhance their employability. He highlighted on the achievements of his department and said that the flagship programme of Chief Minister’s Skill Development & Employment Generation Mission (CMSD&EGM) already launched in the state has benefitted many to be skilled work force and trained youth as per their capabilities to make them employable in any sector. Tabin described Chief Minister’s Skill Development & Employment Generation Mission as an important milestone to achieve the objective of providing skill training to the youth and make them employable through various Job Melas organised in the state. More than 1800 youth from the state are now working in various organisations including international airports all over the country. So far more than 30000 jobs were created and many skilled youth have already been engaged in different fields. Job Mela like every year will be organised in every district of the state and will be held sometime in November or December for skill development of the youth in the state.

Other than that Border Area Development Programme of the Govt of India scheme for capacity building of the border areas has already been launched last year in the state and under this department has set a target to provide capacity building to impart skills to 3300 youths this year. Tabin informed that the department will soon set up four more ITIs and it will be strengthened and upgraded and new courses will be included for skill development of the youth. Others who spoke on the occasion were Lala Techi, member of ACII, Fr Cyriac of Don Bosco Youth Centre and Principal ITI Yupia, D.Lomi. After the inaugural function, the delegates viewed the live telecast of the Prime Minister’s speech on the occasion of World Youth Skills Day.

 

 

DA meets on Childline, suggests measures to enhance its services

ITANAGAR, Jul 16: A meeting of the Childline Advisory Board (CAB) Itanagar was held today under the chairmanship of the Deputy Commissioner, Itanagar Capital Complex Mige Kamki to review the functioning of Childline and suggest measures to enhance its services.

Childline is India’s first 24 hour free emergency phone outreach service for children in need of care and protection. Any child or concerned adult can dial 1098 to avail of its emergency assistance. The concept evolved as a response to children’s need for assistance especially when other day care services were not available. In Itanagar Don Bosco School is working as a Collaborative Organization for Childline since Jan 2012.

The Childline Itanagar conducted around 20 outreach programmes in different sectors within Capital Complex. It also prepares reports on the outreach awareness conducted. It also helps and finds vulnerable children’s who are in need of care and protection and register their cases at Childline Contact Centre(CCC). Its other functions are to receive call from CCC or other concern or cases from police stations. It constantly follows the pending cases till the children are restored to their biological parents.

Informing that in the last one year, Childline Itanagar has received a total of 122 calls, the team of Childline requested the DC to provide vehicle support as and when required in case intervention to which the DC said that Police PCR vans can be used for any kind of such emergency.

Terming everyone a stakeholder, the DC asked them to organise regular training to sensitise people of its existence.  

The DC also enquired about the educational and medical support that is being provided by Childline and further stressed them to conduct regular workshops in schools to enhance the outreach of the initiative. Assuring every help from the District Administration, he also asked for brochures and pamphlets that could be distributed as an attempt to provide his support to the noble deed.

He also asked the Officers present to incorporate topics like law and order, drug menace and initiative of Childline whenever they speak at any social function as a contribution from their side towards a better society. He also directed the Magistrates to carry out regular patrolling within their jurisdiction to check any kind of menace in the society.

He further added that to discourage child labour, rag picking should be completely prohibited and the children involved in such thing should be encouraged to study.

Among others, Father Cyriac SDB, Director, Childline, DBYC and DYSP T. K. Nath, S.C. Tok, CDPO and other administrative officers had attended the meeting.

Budget draws mixed reaction

The state budget presented yesterday on the floor of Arunachal assembly for the year 2015-16 by Chief Minister Nabam Tuki who also holds finance portfolio has drawn mixed response from public as well as political parties. No doubt budget looks innovative and has been prepared with long term vision. Especially, the decision to encourage talented boys and girls with a grant of Rs 100000 for clearing the Preliminary exams and an additional Rs 50000 on clearing Mains exams of the UPSC, Civil Services exams is a visionary step. This will definitely help those poor students who often have to struggle hard to compete in UPSC exams due to lack of money.

Further the decision to increase health cover under Arunachal Pradesh Chief Ministers Universal Health Insurance Scheme from present Rs 2.00 Lakhs to Rs 3.00 Lakhs is great news for the public. Rs 30.00 Crore will be kept for the said scheme. Already this health insurance scheme is hit among masses and thousands of people have benefited from it. Further enhancing of amount will surely bring cheers. However budget did not presented any long term solution towards crumbling road infrastructures. Recent monsoon showers have totally exposed the pathetic condition of our road infrastructure and many were hoping that government will come out with a long term solution. Apart from allocating Rs 30 crore for reconstruction of all district roads, which are not covered under the CC road projects, the budget have failed to address the most serious issue concerning the people of Arunachal. Poor road infrastructure has become biggest hurdle in the development of Arunachal and therefore government definitely needs to take care of it.

Fake universities need to be checked

Dear Editor,

As we encounter almost every day, many advertisements are published in our local dailies offering opportunities to get University degree through various franchise programmes conducted by certain private institutes.

These franchise claiming themselves as study centres or learning centres of different universities enrol students for various degree programme and also claim to be responsible for teaching and conduction of examination.

The faculty and infrastructure of these private agencies are almost nil. It’s shocking to observe that these private universities provide M.Sc. degrees in Physics, Chemistry, Zoology and Botany without having any practical equipment, infrastructures and even laboratory. The laboratories and experimental apparatus demand huge money and no private universities are interested in wasting their money because they are here not to provide quality education but to earn money. The concern universities other than providing syllabus and teaching materials have no mechanism to monitor and maintain the academic standard being imparted at these centres. This blatant compromise with the standard of education has led to widespread criticisms.

In this connection, the students and the general public are informed of the following regulating provisions pertaining to different types of universities as mentioned below:

1. UGC Regulations on Private Universities:-

A private university established under a State Act shall be a unitary university. A private university may be permitted to open of campus centres, off shore campuses and study centres after five years of its coming into existence subject to the fulfilment of conditions as laid down under UGC regulations 2003.

2. UGC Regulations and Deemed Universities:-

A Deemed University shall operate only with its Headquarters or from those off campuses/off-shore campuses which are approved by the Government of India through notification published in the official gazette. In case of distance education programmes, no institution deemed to be university, so declared by the Govt. of India after 26th May, 2010 is allowed to conduct courses in the distance mode.

Though the law is clear that education cannot be for-profit, the intermediaries that the universities tie-up with go under agreeable titles such as, academic partners, nodal centres participatory institutions, outreach centres etc. In fact, these partners, who work as intermediaries are master franchisees of the universities. They subsequently sub franchise.

Due to the lack of knowledge regarding such universities, we are easily trapped.

We also spend huge money during admission and hoping that our children will get degree and become independent and supportive. But at the end they become helpless after wasting their money, time and energy. Whom shall they blame? What was their fault? They cannot go back to the past but we can at least try to change the future and if the State Govt. fails to stop such lawless activities and become silent spectator, it becomes responsibility of the citizens and the society as whole to come forward.

The student unions, the professors, teachers and senior citizens, all the educated people must contribute to stop such private institutes. My only request to all the student union is please take this matter seriously and visit all such universities. List the courses they provide and count the infrastructure they have and count the number of faculty members.

These universities are well recognized by UGC and also approved by State Govt. but they all are running their institute without any infrastructure facility like classrooms, faculty members, and even don’t have permanent location.

Increasing crime in capital

Dear Editor,

Through the column of your esteemed daily, I would like to inform the police department regarding increasing crimes such as robbery in the capital complex.

Bikes lifting, breaking car windows, house robbery have become common phenomena in the capital complex.

Some of the incidents that have happened in Niti-Vihar areas have occurred in the mid-night hour when people are in deep slumber.

But in many cases bikes have been stolen and people robbed even during the day time.

While robbing the house, they lock the neighbours’ house from outside so that no one could come out to rescue the people from being robbed.

Every night, drunken young boys roam the area and survey the place looking for bikes and car. If they get a chance to rob, they do it within no time.  It has created fear psychosis in our minds as we are worried that we will be robbed too.

Therefore I would like to appeal to the concern department to look into the matter and set up of police beat posts wherever needed. And night patrolling within the capital complex should be intensified to stop the increasing crime rate in the capital.

A shocking request

Dear Editor,

It was sad to read about the assault on two police officers at Namsai Police station.

What is even more shocking is the request made by some Unions and organisations to transfer the case to Women Police Station Itanager.  

If really this case got transferred, the public of Lohit and Namsai district will have no faith and respect on the Legislature, Executive and Judicial Authority.

In the days to come these three branches of Government in Lohit and Namsai district will be remembered for their care-lessness, irresponsibility, incompetency and negligence. So let’s have some faith on our authority and let them find out an amicable solution.
